On the Ring Mod I3 PCB there is a link labeled "LK" right next to the 8 way connector to the 1/4 inch jacks. I can find no mention of it in the builders guide. Am I just missing it? Should it be jumped?

If building the modules with the MOTM format power header just ignore it.

If building the module for use in a Dotcom system you can link it out in place of linking out pins 2 and 3 of PSU. LK links out the chassis (panel) ground with the local 0V. However, the Builder's Guide, to be consistent with all the other Oakley 5U modules, tells you to link pins 2 and 3 of PSU instead.

I'll add a comment to this affect in the BG to avoid any confusion.
