Mididac Pitch problem

Ive got proper midi signal in and thru ....both LED's light on note on and legato on-off..channel set to one.
The Pitch when connected drives the osc sub freq. theres about -6v coming from Pitch. Playing keys makes no difference at all to pitch nor does turning Pitch control.
If it helps the voltage at U1 pin one is about -10v but it is constant..nothing changes it.
Ive checked and checked wiring..all is good...any suggestions where to look?

the 4066 was quite warm..I replaced it, it stays cooler but exact same results.
U2 pin1 = -10v
Mod output is zero

regarding Pitch playing high keys and atlernatley low keys does alter pitch very slightly, but thats all the responce I can get.

U3 is Ref 195 G#1150 this is the chip they sent for REF-02 Prec.5v ref

P.S . the board is issue 4

U2 pin1 should be -5V. If it's 10V that reference chip U3 may well be wrong. What's the voltage on U3 pin 6? It should be +5V. If it's 10V you need to put a proper REF-02 in there.

If it is +5V then check R8 and R13 are both 22K.

thanks Tony

U3 changed to correct chip..still same problem

U1 pin 1 = -15v

U2 pin 1 = -5v

can you suggest anything else to test?

midi works fine but theres no pitch change at all (well actually a fraction when playing extreme high to low keys alternatly)
On plugging in the pitch out from mididac to Osc it drives the frequency wave sub low.

HOLD ON!! I just checked all the chips and found Farnells sent me a TL031CP (chip 1)
instead of 2 x LT1013CP in the same pack so U1 is wrong U2 is correct

let me correct this.....
