Well, I know how it works and I have 2 of them that are A+.

What I dont grok is what all the x number of steps per note. What kind of steps? What the heck are these steps?

Perhaps this will go some measure of explaining the variety of responses between some of the waves quantization.

All other quantizers in my experience behave as 1v/oct, while the MW seems to average around 1.6v/oct.

Both are properly calibrated per the instructions.

What gives?

I'm not sure what you mean by "x number of steps". Is this something that you read somewhere? If I were to guess I might suggest that each note in a scale can be accessed/played by specific voltage levels, or steps. The number of steps, or voltage range per note, will change from scale to scale.
The miniwave should be 1v/oct. Are you set to 0-10V for quantizing?
