I measured the voltages at the banana sockets on my bench 208
-0.67V for the EG when off
-0.025V for the pulser when off
-0.035V for the sequencer when slider to 0

The female connector is a 10 (or 2 x 10) pin edge connector with 3.96mm pitch, can be found on ebay or Mouser part 587-306-50-010. The Mini Distro Board is an easy solution as long as your Easel's PSU is able of enough power, early BEMI units have a weak PSU, more details in https://www.muffwiggler....

This reminds of an often reported issue of the "classic" BEMI Easel units. Maybe the circuit is the same in the Easel Command ?

There's a switch, it is explained in the manual addendum https://buchla.com/guides/208C_addendum.pdf

In the 208 the +5V rail is used to power the LEDs and for LM301 compensation on card 9 only, it still can work with +3V instead of +5V.

+3V on +5V is too low. Could be the LM7805 is weak and can power the 208+218 but not the 208+223e.
I'd start with replacing the LM7805 on the distro board and see if it solves the problem, can you do this ?

If so the LM7805 is faulty or the 223e drains over 1A on +5V which is very much ?

Not to help, this doesn't occur with my own 223e powered by the same PSU, all works perfect and I'm not able to reproduce the issue.

The only possible issue is the size, the 1/2W resistors may be larger than 1/4W. Electronically, it's safe.

Obviously something's wrong on card 8.
Try and swap IC1, IC2, IC4, VT1, double check solder joints, resistors and caps value...

The sine is ok, so the 2N4339 is ok.
The pA726 manages pitch only, it's not related to the waveshape.
