It's more of a historical naming difference rather than something specific. "Envelope generator" usually refers to 4 stage ADSR function generators while "function generator" usually refers to Buchla/Serge style AD or ASR generators.

I think those are polarized capacitors. (If you mean C19 and C20. That's interesting. I could never get it to trigger anything out of the box. (Quadra, 281, DUSG, etc.)
There's a trick I found though: if I invert and offset the gate signal, I could get a trig for each step. I don't usually like to take up utilities with this, but it works.

It's not in analog mode (the strobe LED is not on), it's being strobed by the Dixie.
In analog/latch mode, the strobe input does nothing and the master gate is always high regardless of switch positions.

Your second video is weird. Mine doesn't send gates when pulsed and the LED below the strobe input also stays off. In fact, the only way I can get master gate out to light up without starting the sequencer is by setting stages to slide.
What revision have you got?
