What temperature was your paste? I find that a bit of gentle heat helps if your ambient temp/paste temp is below about 74 F...I use Loctite G10 paste. The paste was at room temperature - ~mid 70's. I strongly suspect you have some sort of short on the 3v3 line - I thought the jtag may have a solder whisker on pin 1 (I could see the gnd bridges which I didnt mean when I said about a bridge). Looking at the stm32 it looked like I could see some bridges where there shoudnt be any.... oh, well......

No, the 4.7 ohm resistor is 1206 size. DAMN, that's right, forgot all about that oddball. THANKS! No it's OK - in fact I'm looking at it now as we speak. That's part of the incoming power circuit, I've been through that a few times to be sure I wasn't shorting power to some place it shouldn't be.

OK - I have 116mA for the +12 and 12mA for the -12. The MI website calls out 120 and 10 for the factory module.

I think that the black coating is just something that's sprayed on.
