Hi Oran. My best guess is that R11 is removed and there is not yet any other connection to IC2 pin 10 (the gate input/test-point). This LM324 has a PNP input stage and base current could cause this floating node to rise, which turns on the Monotron gate signal. Then playing the ribbon would sort-of...
