I have no idea about safety issues with your modules when connecting it to the rails (though I seem to recall reading something on here about the ripple changing strongly with the load on those supplies) but wouldn't it be easier to cannibalise a usb charger or powered hub and hook it up in parallel...

This might be a long shot but you can give it a try. When I built my TM I had trouble with it when using only certain VCO's as clock sources but no trouble with others.
