The Erica Pico VCA, Vermona twinVCAmp & WMD Multimode VCA all have the feature set you're looking for. Also, there's the new Agogo by Jolin Lab, which consists of 8 LPGs with normalled CV inputs.

They introduced a new module like a week ago, so they're definitely still running. Maybe they're all working from home though at the moment which might slow things down, so just give it some time, they've always reliably answered my emails.

A slew limiter is probably your most flexible option. If you want to create gates too, I'd suggest going for the classic Joranalogue combination aka a Contour 1 + a Compare 2. All modules are compatible. You won’t damage a module by another one. Almost every euro module nowadays comes with attenuators, so there’s no problem with voltages either.
