What kind of things are you trying to achieve with your setup? Are you going to focus more on "live jams" and want to have a groove box type thing? Or are you going the sound design route ? Do you want it to be sequenced in the rack or will you have an external sequencer?

I mean, the whole VST can be polyphonic, so it's not just the delay that is a problem in this case.
Or does it act polyphonically in monophonic patches too?

I don't think the point of this idea is to create a polyphonic modular synth.

The two modules that are always in my rack are Shades (a mixer/attenuverter/offset) and Kinks (Inverter/Rectifier/Logic/Noise/S&H)
They are super small and can provide you with many useful functionnalities.

In terms of layout I must say I really love what Madrona Labs have done in their VSTs Aalto and Kaivo. Basically everything midi/sequencing/modulation/random in the top row, and sound sources/filtering/effects on the bottom row. Their layout really seem so well balanced!

I would say look at demos and trust your guts on this, it's really difficult to decide for you. The pico seems like it is a more complete system with a sequencer, two oscillators, two low pass gate, a delay and a memory card system, plus you can buy it as a module and kickstart your system with that...
