Behringer Model D input voltages

I've just started messing with sending external signals to the Model D and have noticed something about the filter that doesn't seem to match the manual.

According to the manual, the CUT CV input takes a range of 0 to 5V. However inputting 5V clearly does not open the filter all the way (with the cutoff knob set to 0). I've tried this with a steady 5V signal and its own 0-5V contour output, they both open it a little more than halfway, as opposed to using the internal contour connection which fully opens as expected.

I have noticed that using the -5V to 5V LFO from the Neutron (with the cutoff knob halfway) will give the filter the full range, and I can also use a 0-9.5V contour output from the Neutron to fully open it.

I am wondering if the range in the manual is incorrect. Is it safe to input -5V to 5V, or 0 to 9.5V?
