How to test if my 4006 is working

Hi there!

I have a beginners question. I'm trying to build a digital noise source with a 4006 and a 4070,
The 4070 is working as I can easily test a gate, but how do I test if my 4006 is working?

The circuits I build do nothing (but I don't know why):

if you do something basic with leds connected to the outputs and send it a clock and a data (also a clock) for example a cd40106 oscillator.
you will see if something happens

The LED idea is good.
This would also be a good use for a super cheap DSO138 scope.

You can load data or clocks manually with toggle switches and pullups. This will wait for input at the clock. You can probe it without the LED. Whatever way is easier for you.

Also, the output of that chunk of 4070s should be a square wave signal, probably like 80KHz or so. If you don't have that, then you won't have noise either.
