ES-9 DC blocking pairs

This is not a typo, right?

The pairs are indeed 3-8 followed by 4-5?

If it's the correct labeling, then I'm assuming that this is because there is a hardware reason why 3-4, 5-6, 7-8 can't be used as pairs, right? It likely goes without saying (but I'll say it anyway) that other combinations like 3-9, 4-10, 5-11, 6-12, 7-13, 8-14 fit nicely with the panel layout as pairs.
