Can this be used to effectively source (up to) 5 additional power leads from one current dotcom power harness lead? I have run out of leads on the harness, with power to spare from my source and want to add 4 final modules to my system. I was considering DIY'ing a euro-style 'flying bus-board' by using some pass-through sockets , but the distro board was suggested as a neater option.

Yes. It would be best if you can power the Dizzy MU board direct from the system's power supply using at least 24/0.2 wire (18 awg) for each connection. It will work using one of the Dotcom headers as an 'input' but it will work much better with dedicated wiring back to the power supply. By better I mean less chance of unwanted module interactions.

You won't need to fit the +5V regulator on the Dizzy MU board as the Dotcom power supply will have its own +5V rail.
