[µTune] Midi Transposition

I'm having issues figuring out what should be working in terms of transposition and have a few questions.

1) In terms of cv transposition I can't tell from previous posts and the manual what currently works and how it is supposed to work.
2) I'm not able to get the midi transposition to work, i've tried 2 different scenarios
1) midi in from keystep out into a neutron and am able to get the scales to change pitches to the correct pitches but transposition doesn't do anything, note: tried using all different din tuning settings and sysex

2) midi in from keystep out into a computer with usb, using login with softube synth 72 and am able to get the scales to change pitches to the correct pitches but transposition doesn't do anything, note: tried using all different usb tuning settings and sysex

1) Using a CV-input, you can transpose another channel
2) Midi transpose? Which parameter are you referring to, here?

Page 16 of the manual for Output Config (I think i'm confused as to what this setting is for) :

"Transpose􏰁: An offset added to the midi note when sending.
