Not really addressing the question, but there is an excellent Turing Machine Block in Euro Reakt (Reaktor).

The Euro Reakt version combined most of the Pulses expander into the main Block. The version I linked is a much more faithful emulation of the expanders.

Regarding Max, the "bucket" object is already a shift register. Just create a bucket with eight outputs ("bucket 8" after creating a new object). After that, you need to create a basic "DAC" algorithm (i.e. take the "digital" bucket outputs and turn them into an "analog" signal... tons of quotes in this part simply because the idea of digital/analog conversion in a purely digital domain is misleading). I wrote some details on the Audulus forum about creating an ASR->DAC converter for Turing/Rungler/Noisering emulations:
