Is there a Eurorack module that you feed a constant series of pulses and it will read out the bpm to a numeric display?

Pamela's New Workout can do that, that's how I clock mine.
cg_funk
The OTool+ also has a BPM counter, among other things.
EternalTurtle
Ornament and Crime can do it in references mode
starthief
Teletype can tell you milliseconds between pulses and convert to BPM (among a million other things).

This. PNW can do that.
Blicken Synths
I tried sending the make noise pulse out of my octatrack to sync the clock of my eloquencer but it the eloquencer was really inconsistent

depends on how exact you need it to be, lots of modules 'latch' onto a trigger input and set their clocks to match.

the ones mentioned above, tempi does it too. tyme sefari mk2 too, now that I think about it, although it's obviously not the one to get for this job.
MalteSteiner
the Intellijel Metropolis sequencer does that too
batch
And the Erica Drum Sequencer
