Can't get rack planner to work

Not the one that's available online, the one that's available for desktop use. I know there's a thread here somewhere, but the search function kinda blows and I can't find it. Anyway, I can't figure out how to get it to work.

At the bottom of my RackPlanner page you'll find a link to the post I think you're looking for and a link to Doug's page. Doug wrote the program.

Still can't get it to work. I just get this

Double click on RackPlanner.jar, not rack.xml.
